Creative Mode is a new mode that is unlocked after you defeat the moon lord.
When you create a "Creative Mode" world, several things will be quite different with the inventory of whichever character you join with. To the side of your inventory, there will be a button that opens a new "inventory" where you can spawn in items by typing in the name or searching for it through it's category. Items in there can be spawned in and dropped into the normal inventory to be used.
There will also be a new button called "Noclip" which allows the player to fly and noclip through blocks.
You could even disable the spawning of certain NPC's and monsters!
I feel that this is a balanced suggestion because, since it is post-moonlord, the player will likely already have everything they would want.
This could potentially be a bad idea since it is such a controversial suggestion, but I feel that it could open a chance for people like me who don't have inventory editors and can't get mods(Thanks mac) to express their creativity.

Sounds really cool. Perhaps you could also adjust spawn rates and NPCs and whatnot?

I have one idea for this, partly inspired by Scribblenauts. What if you could also type in enemy names so you can fight enemies whenever you want?

I had a somewhat more technical 'solution' for this that I never posted. But I'll summarise here; up to you if you'd like it or not.
In the Terraria folder, there are Players and Worlds subfolders. We add a new folder, e.g. Sandboxes.
On character creation, a fourth difficulty option Creative is added. A player with the Creative difficulty can only open world files in the Sandboxes folder. A player on other difficulties can only open worlds in the Worlds subfolder.
The point of that was a simple way to isolate the two modes (normal/Expert and Creative) so items couldn't be readily shared. Let's be honest though: between file copying and world editors, it's easily bypassable, but that's fine.
One more suggestion in addition to the above:
Creator NPC
Spawn requirements: Same as the Guide, player must have Creative difficulty.
Despawns: If the world is loaded not from the Sandboxes folder or the player is not Creative difficulty, the Creator is killed (like Santa after Christmas).This NPC could be considered more or less a god of Terraria. He has two options: Shop and Summon.
Summon: Opens a dialogue of all NPCs. Click an NPC to have them spawned (i.e. summoned) into the world, regardless of whether spawn requirements are met or NPC was rescued.Shop: All of the following items are free (i.e. "No value").
- Platinum coin: Infinite money to buy things from other NPCs.
- Terra Sword: (Not to be confused with Terra Blade) Base damage: 200, very fast speed. Basically a blade to one-hit kill enemies
- Terra Book: Base damage: 200, insanely fast speed, mana cost 1. Ranged / projectile version of the Terra Sword. Rapid-fire projectile for attacking from afar.
- Terra Helmet / Chestplate / Leggings: Base defence +100 (each). Essentially makes the player invulnerable.
- Amulet of Defence: Base defence + 300. An accessory. An alternative for those who want to equip different armour.
- Amulet of Peace: Accessory. Prevents monster spawns outright. Prevents automatic boss spawns. Prevents any summoning item from working. Prevents Blood Moons and Solar Eclipses.
- Terra Pickaxe: 200% pickaxe power, very fast speed, +5 range. Can mine any block in a single hit. Speed somewhat restricted so it's still controllable, and can be made faster or slower with reforging.
- Terra Axe: 200% axe power, very fast speed, +5 range.
- Terra Hammer: 200% hammer power, very fast speed, +5 range. Can destroy Crimson / Demon Altars.
- Terra Brush: For painting. +10 range
- Terra Scraper: For removing paint. +10 range
These names and numbers were thought of in about 15 seconds and before 1.3 was released, so they might need changing.
Edit: I also had the thought of prefixing the tools "Omni"; e.g. Omnipick, Omniaxe, etc.
I had some other ideas; let me know if you'd like me to mention them.

You should separate the non creative mode people and the creative mode people, kind of like the drops from the expert mode.

Not a bad idea.. since there really isn't anything to do after Moon Lord, could use some revising but the overall idea is pretty good.

Anything really, I don't thing it should be called 'Creative Mode' because that goes under the wings of Minecraft.

I would change by letting people at it at the beginning of the game. however, they must unlock everything in survival mode Example: If someone tries to spawn plantera, they have to defeat plantera first.

That was already the way someone else's suggestion worked but ok.
